Description:

Chief Engineer Position Summary We are seeking a Chief Engineer to lead asset management, capital planning, engineering oversight, quality management, and project development activities for a major transportation infrastructure operation. This role provides technical leadership, supports strategic decision-making, and ensures compliance with contractual and regulatory requirements.

Key Responsibilities

• Lead pavement and bridge inspection programs and manage consultant performance.
• Forecast maintenance and capital needs using asset condition data and lifecycle analysis.
• Scope, develop, and oversee capital improvement and maintenance projects.
• Coordinate multidisciplinary design efforts and engineering reviews.
• Conduct traffic engineering studies and support roadway safety initiatives.
• Manage developer coordination, access permits, utility requests, and project change orders.
• Administer document control, quality assurance, compliance audits, and continuous improvement programs.

Qualifications

• Bachelor's degree in Civil Engineering or related field.
• Texas Professional Engineer (PE) license.
• 5+ years of transportation or infrastructure engineering experience.
• Experience managing projects exceeding $13 million in construction value.
• Knowledge of QA/QC programs and Design-Build project delivery.
• Strong analytical, technical writing, and project management skills.
