Job Description

Technical Project Manager - Web Applications

Location: Alexandria, VA (On-site)

Position Overview

We are seeking an experienced Technical Project Manager to lead the delivery of two active digital modernization initiatives involving customer-facing web and mobile platforms. The projects are designed to modernize legacy digital experiences, improve customer self-service, and strengthen the backend services and integrations that support public web and mobile channels.

A separate implementation vendor is responsible for front-end website development. This role will coordinate the internal and vendor teams responsible for supporting backend services, APIs, integrations, testing, deployment, and production readiness. The selected candidate will manage project schedules, deliverables, risks, stakeholder communication, and technical coordination throughout the software development lifecycle.

Key Responsibilities

  • Lead the day-to-day management of web and mobile application modernization projects.
  • Coordinate activities across project teams, vendors, technical groups, sponsoring organizations, and senior management.
  • Partner with business stakeholders to assess needs, clarify requirements, and develop functional and technical specifications.
  • Define project scope, work plans, milestones, dependencies, schedules, and delivery expectations.
  • Manage project tasks, deliverables, risks, issues, decisions, and status reporting throughout the project lifecycle.
  • Apply Agile project management and software delivery practices appropriate to the project scope and operating environment.
  • Develop and maintain integrated project schedules using Microsoft Project or a comparable scheduling tool.
  • Provide concise status reports and adjust schedules, priorities, or project plans when conditions change.
  • Prepare project updates and reports for management, clients, sponsors, and other stakeholders.
  • Facilitate regular project meetings, document decisions and action items, and ensure owners complete required follow-up activities.
  • Work with technical team members to resolve delivery roadblocks, integration issues, and implementation risks.
  • Proactively address issues that could affect scope, schedule, quality, budget, security, or production readiness.
  • Maintain close communication with project sponsors to support stakeholder alignment, timely decisions, and continued project support.
  • Coordinate testing, deployment planning, production implementation, and post-release validation for backend services and application components.
  • Conduct post-implementation reviews and document lessons learned and recommended process improvements.
  • Complete required annual security awareness training and comply with applicable security policies and procedures.
  • Coordinate system-hardening activities and the remediation of application or platform vulnerabilities.
  • Oversee mandatory developer peer reviews before code is merged into the primary development branch, ensuring secure coding practices are followed.
  • Ensure pull-request reviews, findings, and approvals are documented in Bitbucket.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Management Information Systems, or a related discipline.
  • 3 years of experience leading complex web application projects using Agile software development methodologies.
  • 3 years of experience using Jira, Confluence, TestRail, Bamboo, Bitbucket, or comparable Agile SDLC and DevOps tools to manage project work and delivery controls.
  • 2 years of experience managing or coordinating information technology projects involving C#, .NET, .NET Core, web applications, APIs, or related Microsoft technologies.
  • 5 years of hands-on experience supporting or enhancing General Orders Track Rights System and Site-Specific Work Plan applications.
  • Experience managing schedules, risks, issues, dependencies, project reporting, stakeholder communication, and production release activities.
  • Experience coordinating business, development, quality assurance, security, infrastructure, and vendor teams.

Preferred Skills

  • Experience supporting transportation, public-sector, or customer-facing digital platforms.
  • Knowledge of backend services, REST APIs, system integrations, application testing, CI/CD, and production deployment practices.
  • Experience with Microsoft Project and structured schedule management.
  • Understanding of secure software development, vulnerability remediation, change management, and peer code review controls.
  • Strong written and verbal communication skills with the ability to present project information to technical and nontechnical stakeholders.
